Data Privacy
Operator uploads are private by default. Sharing is controlled per organization in Control Center.
Operational CDMs
Generation and sharing are separate. Satcat generates an Operational CDM whenever OPERATIONAL ephemeris overlaps the TCA of a conjunction event, regardless of any sharing setting. Whether the other organization sees it depends on Participate in conjunction event coordination being enabled by both organizations. If only one organization has it enabled, that organization still receives its own Operational CDMs, and nothing is shared bilaterally.
An Operational CDM carries derived state and covariance at TCA, never the uploaded file. See Operational Data for what it contains.
What Is Shared
Maneuver plans and non-OPERATIONAL uploads are never exposed to other organizations. Ephemeris designated OPERATIONAL is shared only when publishing is enabled. These settings are under Control Center > Organization Settings.

Internal Use
Uploaded data moves to cold storage 90 days after upload and remains retrievable on request. It is not shared with external entities. Internal analytics use only anonymized or aggregated datasets, and no sensitive operational data is redistributed without operator consent.
