Data Privacy

Satcat Operations handles sensitive operator data with strict access controls and transparent data use policies. This page outlines how your data is used, shared, and protected when participating in coordinated conjunction assessment and maneuver planning.

Derived Data Products

Satcat generates Operational CDM Reports when ephemeris designated as OPERATIONAL overlaps the TCA of a conjunction event. These reports may use state vectors and covariances dervied from Operational Ephemeris to recompute risk metrics and assist operators with mitigation decisions.

  • Reports are labeled with KAYHAN as the Originator.
  • Derived data is shared only if both operators are opted-in to Coordinated Spaceflight Safety.
  • Full ephemeris files are never shared, only the derived state and covariance at TCA are exposed.

Opt-in and Visibility Rules

To enable bilateral coordination during conjunction events, organizations may opt in to Coordinated Spaceflight Safety.

When both parties are opted-in:

  • Each receives updated Operational CDM Reports which may contain derived data
  • Mitigation Intent and ephemeris Context fields are visible to both operators

When one or both parties are opted-out:

  • Operational CDMs are visible only to the uploading organization
  • No derived data or intent is shared with the other operator

Operator Data Controls

Operators maintain full control over what data is shared and with whom. Ephemeris files, maneuver plans, and other uploads are never exposed to other organizations. The settings that govern this behavior are available under Control Center > Manage Group Settings and include the following:

Data Control SettingDescriptionEffect on Visibility
Show organization in Operator DirectoryDisplay organization's operator point of contact contact info to Satcat Operations users✅ Allows other Operators to contact you in case of an Event
Share state updatesParticipate in Space Traffic Coordination features in Events by sharing states derived from OPERATIONAL ephemeris✅ Visible only if both parties are opted-in
Share uploaded Operational EphemerisAllow use of your OPERATIONAL ephemeris in Operational Catalog screening jobs✅ Visible if a potential conjunction is detected.

Data Visibility

The table below summarizes the types of data handled by Satcat Operations and under what circumstances they may be visible to other organizations. These controls ensure that operators can participate in coordination activities without compromising sensitive mission information.

Data TypeShared with Other Operators?
Contact info (Operator Directory)✅ Visible to Satcat Operations users only
Derived data from OPERATIONAL ephemeris✅ Visible only if both parties are opted-in
Mitigation Intent status✅ Visible only if both parties are opted-in
Operational Ephemeris filesShared if control is enabled
Non-operational ephemeris❌ Never shared
Maneuver plans (generated or uploaded)❌ Never shared
